With the main fuse blown you wouldn't even have lights, that's true, but it is good to check the fuse box. I'm not sure about your model of bike, but mine has a fuse just for the starter that blew one time. The headlight would go out when I pushed the starter button, but that's all. Scratched my head until the fuse was replaced, and then the bike was back in business. It should be one of the 30 amp fuses. Check it out.
Other checks are to bridge the solenoid posts, as Allen says, and you can also check the starter motor directly. If you can bare the posts on the starter, use jumper cables to connect the + first to an external battery (if you use a car, don't have the engine running) and then ground the starter to the battery's - terminal or the bike frame. If the starter turns the engine over, rejoice.
