No, you only need special relays for turn signals because LEDs don't draw enough watts to trigger the old school blinker relays at the right interval (they blink too fast). In fact, even though the ones I bought are incandescent they were half the wattage of the OEM bulbs and blinked about twice as fast as stock so I put higher wattage bulbs in them and it smoothed out. License plate lights don't blink, so there's no issue there. All of that said, I honestly don't think I need them. At night my license plate is lit up red rather than white because the taillight overpowers the license plate lights, and is still perfectly legible.
