Removing the caps and adjusting is for the pilot screws, often confused with a mixture screw, and is for idle mixture. The washer mod helps richen the main jet via raising its needle to allow a touch more fuel relative to the air being allowed by the throttle. It did nothing for my 650 or my 700. I have heard it is great for the 750.
