You probably don't want to hear this answer, but here goes. After a few years of simply strapping a nice backpack to the HondaLine rack, I got some soft bags. Eventually I had to add more storage for overnight trips etc. But for a remarkably long period I would simply bind one strap around the whole thing and it was good. I typically had a laptop and some emergency weather clothes in it, enough to fill it at least half full. Then I would take it into wherever I went. Easy on/off and carry-able, since it was not lock-able.
Then the soft bags would flop around and hang close to the rear wheel. I finally had to make metal 'C' shaped loops with tabs to screw in under the seat mounting to hold the bags away from the wheel.
