Ok, so I broke into the starter and it looks really good! The PO must have 
had the starter rebuilt recently. Brushes have minimal wear, the commutator 
does show signs of wear   ) (     Might be poor contact between the square 
brushes and the rounded commutator but I assume that it did work 
previously. A continuity check indicates no resistance between the 
commutator pairs and no continuity to the shaft. So, I guess it isn't the 
starter. I have a new starter kit to start my collection of parts. I hooked 
the starter up to a battery on the kitchen counter and it runs strongly. 
Next step is to install the starter back on the bike and hope by some 
miracle that everything starts to work. I don't really expect that to 
happen, so does anyone have an idea what I should check next? The PO told 
me that the bike got harder and harder to start. I haven't even verified 
yet that the motor will spin freely but doubt that's the problem.
