There's a burnt up nighthawk in the salvage yard near my house. The guy drilled holes in the tank to pull a dent out then just bondo'd over the holes. He parked it in his garage next to the gas fired water heater and when the bondo failed the gasoline fumes got to the flame on the water heater. I wouldn't monkey with epoxying sheet metal over that, someone who knows their way around a welding rig could plug those holes properly, the question is if it's worth it. What does the inside of the tank look like? Something had to have caused those holes to begin with.
