Just buy new ones. They're cheap enough.

Rubber cement I have found out, is temporary adhesive.
Silicone does not work.
Tire patch does not work.
Superglue does not work.
PVC glue does not work.

My next best guess is to make some large staples out of steel and then
puncture them through the rubber on both sides like surgery staples.
