To test the front brake lever switch just pull the two wire clips off the brake switch. That switch is a small squarish thing under the front brake lever. You can see it held on be a screw and the two wires are attached to prongs protruding out towards the middle of your handlebars. You should try the front one first by detaching those two wires. You may need to pull them off with pliers. I forget what the connectors are called - spade and something. With those two wires off see if the brake light goes out. No change, try touching the two wires together (not reconnected to the switch).No change, now go to the rear brake pedal and tinker with that as I described above.
