The easiest way to check the gas cap vent is to just pop open the gas cap and go for a ride (be careful of spills/splashes and maybe not try this with a full tank.) The vent is there to allow air to enter the tank as it empties to keep the pressure equalized, if it gets clogged the vacuum builds up in the tank and will overcome the gravity trying to pull the fuel out.
