Check you’re getting spark, if so check spark plug, is it wet/black sooty or white and dry. If dry, it’s not getting gas, back to carb. If as you say it’s running rich, I guess you’re saying #1 is wet or black and sooty, check the enrichner (‘choke’) is closing properly. If it is then I’d remove the bowl of #1 carb and check the float isn’t stuck and or the valve isn’t seating properly or seat itself isn’t dirty allowing gas to bypass the valve. If you can’t do this with just removing the float bowl of #1, then remove the carbs, (again), and clean that carb again.
