Sure, are you in the UK? That looked like a UK kit. Yes, that's the fuel side only, there's also a vacuum diaphragm with an integrated weight for the supply half of the petcock on some bikes. So the complete kits you find on Ebay are fine as well. These are common parts for bikes that are easy to replace so kits are plentiful.
