Nimble Disallow Version

Unfortunately nimble's version string parser is a bit barebones right now. 
AFAIK it can't really parse single line ranged versions involving logical AND 
through `,`. This is why I'm working around it using two lines of `requires 
nim`. Also doesn't seem to understand `!=` unlike pip.
