Experimental (and other) languages attract a lot of one-off/experimental packages. Rust has tons of abandonware packages often by students.
I agree it's hard to make regulation a good answer. A rating/scoring system (like Amazon stars hopefully without fake reviews!) might help new people quickly separate abandonware from finished software without digging through github issues/logs. That's been suggested before, I think, but maybe @martin can volunteer to set up a CGI driven web page for it! :-) There are also several "curated package lists". One is even off [the github wiki](https://github.com/nim-lang/Nim/wiki).
