Regarding `develop`, it sounds to me like a significant number of people rely on the "Nim implicitly supports the latest installed Nimble packages" behaviour. This goes against others who don't want Nim to have any knowledge of Nimble.
I'm only mentioning this because I have been becoming more convinced by that latter group of people, but now I'm less sure as I personally also like writing quick scripts that may depend on `jester` or some other package. In any case, it would be nice to resolve this workflow breakage before we release Nimble 0.14.0
