I don't want to be the one stirring up a hornets' nest, but I think this 
question is important for the community.

Do we have a written policy for banning people on Nim's various community 
platforms? If not, here's a bunch of questions that need clarification:

  1. What actions on a user's part results in a ban?
  2. Is there some procedure of gradual penalties for offensive actions? For 
instance, some number of notices before issuing a ban.
  3. Do bans expire? If yes, what's the standard period and is it variable on 
any conditions?
  4. How is the ban's span between various platforms (chats, forum, GH) 
determined? There were some precedents of community-wide bans _except GH_. Are 
there any other combinations?
  5. What's the procedure of lifting a ban.
  6. How to dispute a ban?



Please, do mind I'm not having any particular situation in view. It's just 
easier to abide by codified rules and keep yourself from getting into an 
uncomfortable situation.

Also, [this note](https://forum.nim-lang.org/t/8677#56523) by @cblake wasn't 
addressed, as far as I know:
