Atomic ARC option?

Python has a fork using "biased atomic RC" to diminish the overhead of atomic 
operation of a ref for its owner thread => <https://lwn.net/Articles/872869/> . 
But perhaps it requires some kind of manual management and is not fit for 
language compiling to native code.
