Array concatenation

Why is the `&` operator not defined for arrays? Is this intentional?
    
    
    proc `&`[T; al, bl: static[int]](a: array[al, T], b: array[bl, T]): 
array[al + bl, T] =
      for i, e in a: result[i] = e
