I think creating some sort of "mini org" in the vaguest of sense where you trigger "initiatives" that aim at a particular very specific thing and point out very explicit small things people could do.
A lot of documentation inertia comes also from seeing the gargantuan task of "documentation" and not seeing where to start. Making that bite sized will help I think.
