How to correctly use nim doc when a project has unimported modules

I think we shouldn't let perfect be the enemy of good here. What you propose 
would be great, but it's a considerably larger job. For now just making the 
compiler spit out JSON instead of HTML and write some small extra tools would 
improve things quite a bit and not require nearly as much work as that solution 
would involve.
