On Windows 10, the (64-bit) installer failed for me, too, in the same way as 
described by eggy above. However, that's only if I accepted the default path of 
c:\Program Files\Nim-0.15.0. If I explicitly choose c:\Nim as the installation 
path, though, the installer works as expected and installs everything without 
requiring Administrator privilege.
