well, this will not help you directly, but I guess that WebAssembly could do this at some point in the future. Even though it is mainly developed for the web, it claims to not depend on the browser, and could be used to provide you these platform and language independent packages you want for R. But that also requires that R allows to have packages with WebAssembly, so in other words a lot of missing pieces.
