I think an issue with letting the end users rate modules is that bad ratings 
will linger even after the module is improved. But it would be great to have 
some way to show that a module is not stable or reliable yet. Of course it's 
possible to just write it in the modules documentation, but that's to easy to 
miss. It should be visible from the [module 
list](https://nim-lang.org/docs/lib.html) whether a module is 
deprecated/stable/experimental.
