For me, from this thread and the blog post it always looked like the registration was only for the case that you want to give a talk. So "regular" participants maybe wouldn't look at the form to begin with.
That said, I had looked at the form when the conference was announced for June 1st, but not after that. I saw the time in the form back then, but when I then read the conference had been moved to another date, I wouldn't take it for granted that the times stay the same, and therefore I asked. :-)
