(BNE lets you set the out-going message encoding, but seems to have a problem
(Brecognizing utf-8 in incoming messages. (Charset = utf-8)

(BNetscape on my system recognizes and switches without problem between various Japanese
(Bencoding schemes. NE recognizes the various Japanese encodings (shift-JIS,
(BISO-2022-JP, etc) fine, but is unable to recognize Japanese in a utf-8 message -- it
(Bproduces garbage.
