I have found that in OS X, Repair Privileges seems to have a similar effect.
Yeah, it has repaired several oddities for me. In addition to this, it seems to me that many problems are caused by corrupted cache files under
/Library/Caches
/System/Library/Caches
/Users/yourname/Library/CachesSome GUI tools for clearing them are available.
