Yes. The Subversion server on svn.cs.uu.nl uses the services tree but
doesn't run NixOS. And until a few weeks ago there were a bunch of other

xy/bin/xy start / stop/ restart etc
script files the way most distros are using it?
Plus lots and lots of configuration files, static data, and so on. Just have a
look at services/subversion (the configuration for our Subversion server) - that
stuff definitely doesn't belong in Nixpkgs. You could argue that since it's
somewhat site-specific it doesn't belong in the services tree either.
