I've applied the patch given in that boost ticket and now bitcoin runs without setting any environment variables.

Shall I go ahead and commit this update to the boost package?

I have the same problem with encfs wich also uses boost.
stdenv-updates didn't help:

/etc/nixos/nixpkgs/pkgs/tools/filesystems/encfs/default.nix

$ encfs
terminate called after throwing an instance of 'std::runtime_error'
 what():  locale::facet::_S_create_c_locale name not valid
Aborted
