Apparently emacs 23.3 was missing some files and there is a corrected
23.3b tarball [1]. However, as far as I understand those files would not
be installed, but just belong to the source distribution.

Is it a conscious decision that we stay at 23.3 instead of 23.3b? The
mirrors I checked do not contain the 23.3 tarball anymore but only
23.3b, so we might have a broken download url at the moment.
