As far as I understand, this is already happening if possible. That is, once you agree to have packages with unfree licenses, they will be fetched for you. And will we have to accept licenses one by one or altogether (as it is happening now) is a separate discussion. The problem with Oracle JDK and similar software is that the user is required to accept the license specifically on their web site. Doing what you propose would probably be illegal (otherwise other distros would have implemented this, right?), so it might be a good idea to consult lawyers first ;).
