It's when all tests pass and all builds finish in the relevant Hydra
jobset. That may be very fast or it may be delayed indefinitely until
someone fixes things.
The *-small channels are what's meant for security stuff. They depend on
much less things so they update faster (typically in several hours). I
believe all of those currently have the glibc security update
(nixos-{unstable,16.03,15.09}-small).
I've been specifically watching Hydra for these security updates,
restarting randomly failing tests, cancelling superfluous builds,
scheduling evaluations, etc.
