Looking in to this, I found Hetzner offers 20TB of bandwidth for servers which cost less than € 39.00.
I'd be happy to provide a mirror on my personal hetzner machine, but it wouldn't be anything official. If things got over 20TB though I'd need to re-evaluate the offer. I can imagine a need for an official off-cloudfront mirror.
