haskellPackages: turtle_1_3_*: 1_3_0 -> 1_3_1
I am not the correct person to patch haskellPackages, but this
expression was missing `super.turtle_1_3_0` before and builds now.
Real motivation: fix evaluation tests for `master`. Right now
`test-eval-release.sh` passes fine.
