Thanks.  Looking for the new location, I find:

It seems that Prof. Nocedal received permission from the ACM (which published it and held the copyright) to distribute his code under the GPL. So, I can now distribute it freely with NLopt, and I will look into that for a future version. However, because it is GPL, not LGPL, I would still make it an optional package (configured --with-nocedal or something like that) as I would rather keep the library at most under the LGPL. (For one thing, it is of questionable legality to make a GPL plugin for a non-free program like Matlab.)

However, this is not a high priority right now, as Luksan's implementation seems to be satisfactory, unless someone can point out a good reason to prefer Nocedal's code.
