Is there another machine that you have reliable access to, outside of this locked down network? If so, it's possible to set up a tunnel from that machine back to the secure machine without having to really install anything. Basically, you can designate an outside machine as your access point and configure the internal machine to start a tunnel to it. Cron job can check the tunnel from time to time and restart it if needed. This is not ideal, reliable, or pretty - but it works in a pinch.
