Given Microsoft's history, they almost certainly would have tried to
sneak in a provision in the contracts with the manufacturers that
would have provided a monetary punishment for not locking the BIOS
down.  In other words, your license is $10/computer with a locked BIOS
or $50/computer otherwise.

So, yes, it's a non-story, but only because RH and other companies
sounded the alarm before something stupid could happen.
