The real issue isn't why doesn't x software exist, but rather, what attack surface area are you exposing by turning such a web app/ admin panel on. I suppose there is very little harm if you are turning on and off access to such web apps when you aren't using them. However, these sorts of tools make for a very low hanging fruit. Metaspolit and nmap go to town on such web apps. Every time I look at my system logs, I notice tons of wp-admin, phpmyadmin, and joomla/drupal login attempts.
