Yeah, that file is probably just included near the top of nagios.cfg to break out that section for clarity.
If you aren't very strong with Nagios and trying to do a good bit or set up a new ecosystem, I suggest reading the section on objects and inheritence first and understanding it, and proceeding from there. It will make your life much happier in the long run.
