Are you entering a passphrase for a certificate? You can generate a cert that requires a passphrase to be entered in order for Apache to start. I'm not aware of a specific Apache-related passphrase that is required to start.
I know that for a self-generated cert, at least, you can run a command that eliminates the need to enter a passphrase.
