Actually that simplifies it somewhat.  Any modern browser will work with
the css 3 page breaks and such, you should be able to spit out regular HTML
and have it work fine.  Worst case is use html2ps and possibly ps2pdf (both
perk scripts so windows is no problem) to get there, but if you just need a
document that looks good and prints a certain way HTML + css should work
fine.
