Interesting that the 2010 article complains that the Friendly Candy Company
classified the Internet as something other than a telecommunications
service.  I read that they've just reclassified it as telecommunications,
and now everyone is moaning that everything will get worse.

Perhaps it's an expression of lack of confidence in government
organizations.
