I could imagine some amount over 8 GB tape capacity, if the tape is
hardware compressed, but 35 GB sounds insane.  The utility is likely trying
to copy the entire tape bit for bit gotten from the drive to the hard disk
(ignoring everything about what it reads; like dd if=/dev/sda would do with
a hard disk).

It would help if they knew what the heck they used to back it up,  The
utility could be doing it's own format, it could be compressed with any
number of formats, etc.

Did you try the same drive that wrote it?  (Thinking heads off alignment.)
 Obviously, if the tape drive that wrote it went kafluey before it wrote
the tape, there is no hope.

If they have an older backup tape that they are confident was working
correctly, you could try starting from there, at least you could definitely
identify what they used for backup.
