I found that the Zonet router I am using (no longer made) has a 'bandwidth' option, where it will limit bandwidth to particular IP addresses, and even on DHCP, you can bind an ether address to a particular DHCP IP adresse, giving a 'fixed' address to equipment.
Anyway, the bandwidth limiting option is helping. I need to learn more about QoS. Oh, the devices I want to limit are a Google Cromecast and a BlueRay DVD player that is also ethernet attached, so I have no access to the NIC on the appliances. Thanks to Everyone who responded. ...
