I ping localhost, and it pings to ::1: the localhost address on IPv6 not to 127.0.0.1

I ping 127.0.0.1 and it apparently responds.

I go to http://127.0.0.1:23424/mediabrowser/#/browse and I see my Serviio media browser.

For some reason though, Plex won't start (it did show up on http://127.0.0.1:32400/web/index.html nicely
until a couple of days ago).  Both serviio and plex DID work on the local IP address too of 192.168.123.20 
with their appropriate port numbers.

I did check c:\windows\system32\drivers\etc\hosts and it has localhost listed as 127.0.0.1

Any suggestions?

... Yes, I know, move to linux and all is good, but that isn't the point.  I did run spybot S&D and
malware bytes.  Malwarebytes found something, but the systems operates the same before 
and after getting rid of the PUP.Optional.Superfish.A and Trojan.FakePDF. 

I have also turned off the IPv6 stuff on my local ethernet connection to no avail.
