Have you looked at SoftLayer? They have a private network that they use for provisioning, but you can ask for what they call "portable private IP addresses" (and public ones too, for the hosts that need it) that you can assign and will be static. We like them, mostly. The most serious WTF they have going on is that they don't use LVM on their virtual instances. You can work yourself into a corner pretty quick if you are not careful or plan ahead.
