You can get El Capitan on these old Mac Pro 1,1s. There is a package with scripts that will replace the bootloader in the El Capitan installer and load it on a USB stick for you. It also installs a daemon that will persist the bootloader on system upgrade. One caveat/quirk: you need at least 12GB RAM for the USB installer to work on the Mac Pro.
