It seems entirely reasonable that an aluminized chip bag would block GPS. A bit of online searching shows that GPS satellites operate at 1.575 GHz with about 25.6 watts of power. Effective radiated power with the antenna is about 500 watts from each bird. Then there's the path loss over 13,000 miles of 182 dB, leaving a GPS receiver with a noise margin of only about 5 dB. One chip bag and that signal is effectively lost.
