Improve oauth autoconf support.
- By default, enable OAuth if curl is found.
- If OAuth requested (--with-oauth), error if curl not found.
- If OAuth disabled (--without-oauth), don't enable it even if found.
- Sanity-check curl-config --version output so we don't send anything crazy
in
our HTTP requests if curl-config changes.
