Added LEXLIB='' to config_opts in build_nmh.
Because autoconf 2.71 on Fedora 40 insists on having a lex lib.
Also fixed test of $have_configure_opts.

Replaced bash-isms with Bourne shell equivalents.
The leading SMTPUTF8=1 in test-post-basic should be OK but
it doesn't work with heirloom shell.
