It's not part of autoconf, but you get it from your friendly local
ftp.gnu.org mirror.
It's not needed by end users, but you do need it if you're building
from the CVS repository. I guess that should be documented somewhere.
(As well as the fact that if you change configure.in you'll need
autoconf.)
