I would wonder what was the complete series of steps involved.  From
here it looks as if nmh is doing the right thing, and if the message
is broken, it was broken before nmh got hold of it.

To the best of my knowledge, 'inc' does not add that "Status: RO"
line, but pine does (as do programs such as 'mailx' and 'mutt').  And
when pine or mailx or mutt add this line, they add it at the end of
the headers.  That makes it appear that the empty line was already
present before 'inc' did its thing.  Also the ">" in the ">From" was
present before 'inc' did its thing, or else 'inc' should have split
this into two messages.
